Odisha State Open University, as the name implies, is an open university founded in 2015. Odisha State Open University, headquartered in Sambalpur, provides 11 Masters courses as well as two PGDM, Diploma, and Certificate courses each.

OSOU provides MA programs in nine areas, as well as M.Com. and M.Sc. courses. The minimal qualification for M.A. and M.Com. courses is that the candidate is a graduate or has passed +3 in any discipline. Candidates for M.Sc. should have a B.Sc., B.Tech., B.E., or BCA degree. The candidate's qualifying degree marks will determine his or her selection for all master's courses.

Odisha State Open University also provides postgraduate diploma, diploma, and certificate programs in Rural Development and Rural Management specializations. For the Post Graduate Diploma, the candidate must be a graduate, and for both the Diploma and Certificate courses, the candidate must have completed 10+2 from a recognized board.
