University was formed on November 22, 1990, under Section 3(b) of the Bihar State Universities Act, 1976, with its headquarters at Chapra. The UGC recognizes the institution as a state university, and it is a member of the Association of Indian Universities.

Students from Dalit and poor groups are encouraged to search for education through the University's Distance Education Programs.

University provides intermediate courses, 3-year degree programs, 3-year programs in law, PG programs in law, distance education programs, vocational courses, and proposed vocational degree courses.

University offers BCA, BBA, BJMC, B. Lib. In Information Science, BA, B.Com, B.Sc., MA, M.Com, and M.Sc. 3-Year Degree Programs are offered in the disciplines of Humanities, Social Sciences, Science, and Commerce. SElection criteria for those courses is Intermediate level examination with at least 45% marks.
